From time to time N.T. Wright, Bishop of Durham, has written and spoken about the need for Third World debt-relief. He's apparently taken some heat for this, but is sticking to his guns. Check out the following article he released in May of this year (2008):

I think it is so important that we drop the thrid world debt. I mean they will never be able to pay us back anyway. We need to do what we can to take care of the poor and suffering. I think this would be a step forward in making a huge difference.

It would be a good place to start. It would remove a great weight from developing economies. The difficulty may be with the governments of the countries impacted. Places like Brazil have heavy taxation (in percetages far higher per person than the United States) due both to external debt and to oversized government. Debt relief would solve the first part of the problem. The second would be in convincing these governments to reduce their size and increase efficiency. Of course, this is a struggle we in the United States have to face as well.
I'm 100% with Wright on this issue.
